The answer is sea lions! Sea lions can be found all over the Pacific Northwest from the coast and even up the Columbia River near the Bonneville Dam. I believe they follow the salmon. This photo is from the Bayfront, Newport, Oregon where you can find a large noisy group just hanging out, sleeping or swimming about.
